The new manuscript has a chance of being obtained when opening Heart-Shaped Box. This box is obtained when you complete the Love is in the Air version of Shadowfang Keep, available via Dungeon Finder (default hotkey: I). While you can queue for the dungeon starting at level 10, to obtain Heart-Shaped Box, you must be level 60 or higher.
While unconfirmed so far, data seems to point that you only have a chance to obtain the manuscript in your first box of the day per Battle.net account, with subsequent boxes having very low chance to contain the manuscript. This seems to be in line with previous holiday drops added in Dragonflight, so that’s likely the case.
