Once the Mysterious Device has been activated at the entrance of the Heroic Dungeon, a specific Empowered Rune will be a buff on all enemies inside the instance, trash enemies and bosses. Depending on what Heroic Dungeon you are in, a specific Empowered Rune will activate, typically matching the theme of the dungeon.
