We’re still figuring out exactly how it will all work in real time, though it seems that the Cracked Titan Gem imparts Ancient Memories, allowing the Evoker to impart the knowledge to craft pieces of Oathbinder to Blacksmiths, Jewelcrafters, and Engineers! The materials required to craft the items appear to come from a variety of raid, dungeon, and world event content though, with Sanghelios commenting that it looks to be a very long questline.
Interestingly, it appears that crafters permanently learn these patterns, though it’s not yet clear exactly what that benefit is if you haven’t received the initial quest from defeating Sarkareth. It’s interesting to think that this could be how the legendary is propagated to other players who haven’t defeated the boss on Mythic difficulty yet, empowering crafters to create the gauntlet for other players in order to create a sort of community-group effort… though that isn’t yet confirmed.
- It appears that the knowledge to craft these pieces only lasts thirty minutes, so although it is something of a group-community effort (as implied by the quest name, It Takes a Village to Make an Artifact), it isn’t permanently unlocked by those crafters. It seems the crafter is able to help the Evoker though, via a buff which increases the rate at which they collect the crafting materials during that 30 minute time period.
The first legendary drop didn’t happen until Liquid defeated the boss on Mythic difficulty, it’s also possible that now Mythic Sarkareth has been defeated by the community, we might begin to see the Cracked Titan Gem drop on other difficulties as well, though this has not yet been confirmed.
